Atlantic Environmental
is a small business concern that was founded in
1978 for the purpose of providing consulting and
testing services to corporations, insurance underwriters,
insurance claims groups, small businesses and
government. The founder and CEO of Atlantic Environmental,
Mr. Robert E. Sheriff CIH, CSP, brought with him
extensive experience from industry and the commercial
casualty insurance market. Prior to 1978, Mr.
Sheriff was the Corporate Safety, Health and Environmental
Manager of Sun Chemical Corporation. Prior to
that he was an Industrial Hygienist and Loss Control
Representative for Continental Insurance. In addition,
Mr . Sheriff also has held positions with Libby
Foods, The Iowa Water Pollution Control Commission,
and as an officer in the U. S. Army Chemical Corps.
His education includes a Master of Science degree
in Preventative Medicine and Environmental Health
with a Major in Industrial Hygiene. Mr. Sheriff
was the 1991-1992 President of the AIHA and continues
active participation in leadership of that organization.
Dr. Frederick M. Toca, Ph.D., CIH, CSP, Senior
Consultant at Atlantic Environmental, Inc, is
a past president of the American Industrial Hygiene
Association (AIHA) from 1989-1990 and a former
member of the National Advisory Committee on Occupational
Safety and health (NACOSH).
Atlantic Environmental has gradually expanded
its manpower from one employee in 1978 to the
current staffing level of approximately 20 consultants
and administrative personnel. Throughout this
period of time the services offered by the organization
have also expanded. Our clients have included
insurance companies, industrial companies, contractors,
government and administrative organizations.
The principal members of Atlantic Environmental
have extensive experience in all types of activities
within the industrial hygiene, safety and environmental
profession and associated fields. Their professional
experience started long before the inception of
Atlantic Environmental in 1978. The principals
have all the experience required to understand
the specific requirements related to insurance
underwriting, claims, litigation support, workers
compensation, OSHA & EPA regulations, as well
as universally accepted protocols established
in private and public sector for providing risk
assessments, base line surveys, detailed monitoring
surveys, project management, organizational development
and liability issues.
As a small business that provides the overwhelming
majority of its services to large organizations
and government agencies, the company's viability
depends on our quality of work, the qualifications
of our principals and staff, the strength of organizational
management and the ability to rapidly deliver
final reports that are timely and in plain English
– with clear recommendations for corrective
action where needed.
The professional staff of Atlantic Environmental
has also been actively involved in professional
association activities and government committees
as a means to expand their knowledge and expertise.
They are recognized experts and act as expert

Industrial Hygiene, Safety, Pollution Liability
and Regulatory Interpretation
The staff of Atlantic Environmental have acted
as instructors in industrial hygiene, safety,
loss control, risk management, indoor air quality,
respiratory protection, hazardous waste site activities,
hazardous waste operator (hazwoper) courses, and
ventilation related topics in formal presentations
for organization such as the National Safety Council,

Jersey State Safety Council, The American Industrial
